P.Ramanatha Aiyar’s Concise Law Dictionary defines the Public Interest Litigation as follows.
The litigation at the instance of a public-spirited citizen espousing the cause of others, as an exception to the traditional view that a petition could be maintained by the “aggrieved person”.
It further says that the expression “ Public Interest Litigation” (PIL) means the legal action initiated in a court of law for the enforcement public interest or general interest in which the public or  a class of the community have pecuniary interest or some interest by which their legal rights or liabilities are affected.
